Acting PCT Chairs appointed for Berkshire and Buckinghamshire

Arrangements to appoint two interim chairs at Buckinghamshire and Berkshire West Primary Care Trusts, (PCTs) have been made by the NHS Appointments Commission. The two new acting Chairs will formally take up the position of Chair of the new organisations from 01 October 2006. Both will remain as interim chairs for the PCTs up until 31 December, or pending the appointment of a permanent chair by the NHS Appointments Commission - which ever is the sooner.

Berkshire West Primary Care Trust
Penny Henrion was Chair of Reading PCT from 2001 to 2004. She has lived and worked in Reading for 23 years and her work with the voluntary sector has marked her out as a champion of diversity and equality in health and social care. Penny has worked in the voluntary sector since 1983 and has managed a wide range of projects with elderly people, worked on mental health issues and was involved in community development work with Reading Voluntary Action. For the last nine years, Penny has been the Director of the Princess Royal Trust for Carers’ Service and is on the national policy body for the Princess Royal Trust.

Buckinghamshire Primary Care Trust
Stewart George lives in Lane End, Buckinghamshire and is currently the Chair of Wycombe PCT, since his appointment in 2002. Prior to this appointment he was a non-executive director of the South Bucks NHS Trust (now known as Buckinghamshire Hospitals Trust) for 10 years. Stewart has spent 14 years in HR consultancy, and prior to this has gained over 25 years experience during his career within HR and line management.

Dr Geoffrey Harris, Chair of NHS South Central, welcomed the appointments said: “I look forward to working with the chair of each PCT to tackle some of the challenging issues the NHS is facing.  The appointments of such experienced and well qualified people are essential to ensure that the new PCTs have the best leadership during this crucial period of transition”. 

The new PCTs will be responsible for engaging with its local population to improve health and well-being; commissioning a comprehensive and equitable range of high quality, responsive and efficient services, within allocated resources; and directly providing high quality responsive and efficient services where this gives best-value.

The appointments have been made in accordance with the Office of the Commissioner for Public Appointments (OCPA) Code of Practice.  All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees political activity (if any declared) to be made public.  Each appointee has declared they have undertaken no political activity in the last five years.

Ms Penny Henrion and Mr Stewart George will both receive a remuneration of £35,000 per annum – calculated by the population size that each PCT serves. 

Currently Stewart George holds one other ministerial appointment as Chair of Wycombe Primary Care Trust and receives the following remuneration of £19,454 per annum. Penny Henrion does not hold any other ministerial appointment.
